We are leading a statewide initiative to strengthen governance and reduce restrictive practices across Victorian health settings. This is guided by:
- an expert governance group
- an advisory group of sector leaders
- clinicians
- lived/living experience representatives
- an internal working group.
As part of this initiative, we have recently published the Governance Framework for Reducing Restrictive Practices in Healthcare Settings. The framework sets clear expectations for minimising (and where possible, eliminating) restraint, governing its use in accordance with legislation, and reporting to service governing bodies.
The framework aligns with the National Safety and Quality Health Service (NSQHS) Standard 5.35.

What's next
We are providing support to implement the framework. This includes partnering with 1–2 early adopter services and appointing project leads who will work closely with the our team to:
- test application in real settings
- enable contemporaneous reporting (locally and to SCV)
- build capability
- develop service level action plans.
Why this matters
Consumer feedback from our 2025 survey reinforce the urgent need for transparent, rights-based communication, consistent governance, and practical supports for staff and services.
Over 83% of consumers who experienced restraint reported they did not feel respected and received minimal or unsatisfactory explanation.
How services can engage
- Review the Governance Framework for Reducing Restrictive Practices in Healthcare Settings and supporting materials.
- Consider whether your service could participate as part of a community of practice (COP) and early adopter sites.
- Share this update broadly across your organisation and with your consumer engagement teams.
