The framework will serve as a vital resource to guide the development of these crucial capabilities in individuals and teams across the Victorian healthcare system. It will focus on 5 domains:
- Partnering with consumers
- Safety culture
- Risk management
- Systems approach to quality and safety
- Continuous improvement.

The Victorian Quality and Safety Capability Framework:
- provides a clear and structured approach to building quality and safety capabilities across the Victorian healthcare workforce.
- has been developed with an advisory group of subject matter experts, senior healthcare leaders, consumer partners in quality and safety.
- enables individuals and organisations to proactively identify, develop, and recognise the capabilities needed to enhance quality and safety in their organisation.
- outlines progressive levels of capability, supporting targeted professional development and career pathways in quality and safety.
- fosters a shared understanding of the required capabilities and aims to contribute to a more reliable healthcare system.

The framework is for all healthcare professionals and consumer partners at every level of the Victorian health care system.
Who we consulted
We consulted extensively to identify key themes and priorities in quality and safety capabilities. This involved focus groups, surveys, and in-depth interviews with over 140 individuals representing a broad cohort of Victorian subject matter experts, including:
- quality and safety leaders
- quality improvement specialists
- clinical educators
- academics
- consumer representatives.
