Victoria has a network of maternity services that work together to support people through pregnancy, birth and the early weeks after birth.
Services are described using capability levels.
Capability levels describe:
- the type of care a service can safely provide
- the level of support available for you and your baby
- how services work together and refer when needed.
These levels are not a ranking of quality. All maternity services in Victoria must meet safety and quality standards. A higher level does not mean “better care”, it means the service can provide care for more complex or specialised needs.
If your needs change at any time, your care team will work with you to make sure you receive the right care, in the right place, at the right time.

Low risk maternity and newborn care (Levels 1-3)
These services care for people with low‑risk pregnancies close to home.
If you or your baby need more specialised care, your team will arrange transfer early and safely.
You may receive care here if:
- your pregnancy is progressing normally
- you live in a regional or rural area
- you prefer care closer to home.

Maternity and newborn care with some risk (Level 4)
These services care for people and babies who may need extra monitoring or support, while still providing care closer to home.
People with low‑risk pregnancies may also receive care and give birth at Level 4 services, particularly if this is their local public hospital.
If more complex care is needed, your team will arrange referral or transfer to another service.
You may receive care here if:
- your pregnancy needs additional monitoring
- you or your baby need access to extra services or specialists.

These services provide care for more complex or high‑risk pregnancies and have access to specialist teams and facilities.
People with low‑risk pregnancies may also receive care and give birth at these services, particularly if this is their local public hospital.
They also support other services across Victoria through advice, referral and planned transfer.
You may receive care here if:
- your pregnancy is medically complex
- you or your baby need specialist care
- you are referred from another maternity service.
